If, however, I use a different value for the tag instead of the hostname, the suggestion below about using multiple tags on the same hosts:
host 1 – tags are tag0 and tag1.
host 2 – tags are tag0 and tag2.
host 3 – tags are tag0 and tag2.

Tasks: set up 
 
Hosts: tag1
Tasks: install ngnix
